Synopsis

This book re-examines the convict system at the Cape of Good Hope. It begins by investigating previous commissions on the convict question and includes relevant reports, estimates, and plans. Furthermore, it examines the road systems in the area and contains a general map with the various pertinent locations marked. It includes a memorandum that shows the cost of the rations furnished to the convicts at East London, as well as a return of prisoners in different gaols, a list of desertions from convict stations over the past several years, and a report on the works proposed by the Governor. The author argues for the implementation of new regulations and the creation of additional facilities to accommodate the influx of new inmates. The book presents the case for reforming the convict system to deter crime and raise the standard of living for the convicts.
