Excerpt from Report of the Committee on the Coloured Population, of Answers of the President of the Colonization Society of Maryland: In Obedience to the Order Adopted by the House of Delegates, on the 4th of January, 1841
The act of not only provided for tie removal of manumit ted slaves and free colored people of Maryland, but it prohibits slavesfrom being brought, and free colored persons from coming, into the State - both which provisions were consistent with the policy Ofthe law, which was to prevent any 1ncrease from abroad, Ofthe colored population, while an outlet was provided, by which its numbers would gradually become dtminished. Various supple ments to the act Of 1831 were passed, however, from tune to time, authorising slaves to be brought into the State under particular circumstances, upon the payment of a tax, so that although the te moval Of free colored persons and manumitted slaves by the Colon izat1on Society, was going on, and large numbers of slaves were removed by sale to the south and southwest, yet the reduction in the number ofthe colored population was not as great as it Would have been, had the original policy of the State been maintained.
