Ubicada en el Caribe, la isla de Arepa conquistó su independencia luego de 88 años de luchas.. Corre el año de 1926 y el poder lo detenta, por cuarta vez consecutiva, Manuel Belauzarán, último sobreviviente del movimiento independentista, quien busca su quinta reelección y aún más: la presidencia vitalicia. El partido de oposición propone al junior Pepe Cussirat, que reside en el extranjero, como su candidato. Éste viajará a la isla no para aceptar la candidatura que se le ofrece, sino para asesinar a Belauzarán. La conspiración es descubierta y Cussirat tiene que esconderse para proteger su vida. Sin embargo, luego de las elecciones alguien asesina a Belauzarán y completa el plan de Cussirat. Cardona es puesto como nuevo presidente vitalicio.
