Either one defines the term and the concept too narrowly - limiting it to the redaction of forces, the scrapping of tanks etc - and thus fails to discern the complexity of the problem of promoting peace by arms control. Or one opts for a definition which is too wide and too shapeless; this would, in the end, measure "all" problems of international relations - from development aid to ecology and German unification - against the yardstick of arms control, which would of necessity itself be destroyed in the process.
