In 1954 he was awarded the Sc.D. by the University of Richmond . At one time or another Dr. Garrett has been visiting professor at the University of California, the University of Southern California, The University of Florida, the University of Hawaii, the University of New Mexico and the University of Virginia. Dr Garrett is past president of the Eastern Psychological Association, the Psychometric Society and the American Psychological Association. He is a fellow of the American Association for the Advancement of science and a former member of the National Rersearch Council. The author of many books, articles and monographs.
