Contents include Appointments, Classified States, Fair Employment Practices, Political Activity, Safety, Travel, etc. The binder is very worn; the pages are age-browned, some tears. Some pages have green plastic tabs. A stapled, three-hole punched extra copy of Instruction 56 (Revision I) Efficiency Ratings, dated November 19, 1945 is laid in.
