folio [33x21cm]. pp9, iii 420 + folding lithograph plates and tables. very good clean condition in modern stiff paper covers. the committee was established "to inquire into the operation of Section 78 of the Merchant Shipping Act, 1894, whether or not it produces in any class of ship a disproportionately low register tonnage in comparison with the gross tonnage." "also, whether it is desirable to amend Section 87 for the purpose of securing a uniformity of basis upon which rates are to be levied by the various bodies.". 23 witnesses were questioned, representing the interests of dock owners and ship owners.
