About the Author

Barry L. McVay is vice president of Panoptic Enterprises, a publishing and consulting firm specializing in the federal contracting process. He is a Certified Professional Contracts Manager and a former Department of Defense contracting officer with 35 years experience in federal production, service, and research and development contracts.

Mr. McVay has lectured on many aspects of the federal contracting process to government organizations, businesses, and educational institutions. He maintains the Federal Government Contracts Center website, is the primary writer of the Federal Contracts Perspective newsletter, and has written many monographs, and magazine, newspaper, and professional journal articles on federal contracting issues.

Barry received his Bachelor of Arts degree from the University of Virginia, and has attended the Air Force Institute of Technology, the Defense Acquisition University, and the Federal Acquisition Institute. He is a member of the National Contract Management Association, the National Defense Industrial Association, and the Association for Unmanned Vehicle Systems International.
