Lord Sheffield published a number of pamphlets on social and commercial questions, in this pamphlet he questions the suspension of Navigation Laws that rendered England as a free port. Lord Sheffield, Baker, John Holroyd (1735 - 1821 ) was born in Yorkshire, statesman and friend of Edward Gibbon. He was created earl of Sheffield and Viscount Penensey in peerage of Ireland,1816 ; British peer, 1802 ; privy councillor, 1809 ; lord of Board of Trade, 1809.
