Going out to India in 1894, he served as the first chief commissioner of Delhi (1912-18), as Finance and then Home Member of the Viceroy's Council (1919-24), and then as Governor of the Punjab (1924-8) and the United Provinces (1928-34). As adviser to five viceroys, he was one of the most resourceful strategists seeking to deal with the challenge of Gandhi and the Indian National Congress. After leaving India he had what amounted to a second career in relation to Africa, during which he directed two editions of the African Survey (1938, 1956), wrote two important reports on British colonial administration, and served as an adviser to the Colonial Office. This is the first book-length study of Hailey's career.

PRESENTATION INSCRIPTION SIGNED BY THE AUTHOR, on the front free endpaper. It reads: "To Arthur, Thanks for our long friendship, Best wishes, Jack." [The recipient was presumably Arthur Ferguson, who served on the faculty of Duke University, where Cell taught for many years. Ferguson is acknowledged in the preface to this book, amongst others, for his "long-term friendship and encouragement." --p. xiv. When Ferguson died in 2001, Cell eulogized him as follows in the history department bulletin: "Ferguson published several important books on historical consciousness and other subjects in the intellectual history of the English Renaissance; he was a brilliant teacher and director, a talented craftsman of furniture and breeder of dogs."] In addition, this copy bears an AUTOGRAPH NOTE BY THE AUTHOR (unsigned), laid-in, reading as follows: "I was not shown the dust cover!" (Meaning, of course, that the publishers did not show the author the jacket before the book was issued.) This is the first book-length biography of Lord William Malcolm Hailey (1872-1969), a leading figure in the last decades of the Raj and an influential authority on colonial administration. In India, he served as the first chief commissioner of Delhi (1912-18), member of the Viceroy's Council (1919-24), governor of the Punjab (1924-28), and governor of the United Provinces (1928-33). His later scholarly efforts included directing the publication of "An African Survey" (1st ed., 1938; 2nd ed., 1956), a massive study of politics, economy, and society in contemporary sub-Saharan Africa. John Whitson Cell (1935-2001) was a noted historian of British imperialism and comparative race relations.
