A partir des constats auxquels son analyse a abouti, il arrive à la conclusion qu'aucun système pratiqué de manière brute ne soit parfait et qu'il faille s'accorder sur des consensus à partir des meilleures pratiques sans vouloir restreindre la liberté de candidature.
