L'édition originale a paru à Londres en 1784. «Elias HABESCI, né en Grèce, élevé à Constantinople, employé d'abord dans les bureaux du sérail, et ensuite dans ceux du Grand Vizir, a eu pour s'instruire des moeurs, des usages, des loix, du gouvernement civil et militaire, de la politique intérieure et extérieure des Turcs, des facilités qui ont manqué à la plupart des écrivains qui ont traité de cette matière. » (Avertissement du traducteur). Après avoir servi le Grand Vizir comme secrétaire sous le règne de Mustapha III de 1757 à 1774, Elias Habesci entra ensuite au service de la Russie. Son ouvrage contient une description de la ville de Constantinople et de sa police, de nombreux détails sur les moeurs et les coutumes des turcs, ainsi que sur le commerce de l'Empire Ottoman avec les pays européens.
