Abram Baldwin Olin (1808-1879) was a Republican congressman from New York who also served on the Supreme Court of the District of Columbia. In this speech, Olin gives his perspective on a proposed measure by which the federal government would financially assist slaveowners in emancipating their slaves. This proposition was part of a larger debate over emancipation as a wartime measure, which eventually culminated in the Emancipation Proclamation.
