Chapters one and… two examine international aspects of the 1973 coup and how these influenced the development of politics inside Chile. Chapters three, four, and five provide empirical analyses of the 1989, 1993, and 1999/2000 presidential elections, respectively. Chapter six investigates how the Pinochet factor influenced developments after 1990 and the Chilean reaction to Pinochet's arrest in London in 1998. Chapter seven assesses changes in the Chilean party system and links these to similar processes elsewhere. The final chapter examines the paradox that despite economic and social advances, opinion polls report a low level of attachment to democracy and very low levels of confidence in political institutions.

These included rapid rural-to-urban migration, high urban unemployment, a deeply alienated intellectual class, and intense rural… violence (La Violencia). The mass mobilisation and collective fury following the 1948 assassination of popular Liberal leader Jorge Eliécer Gaitán further demonstrated the potential for radical, mass-led movements.The Resilience of Elite Oligarchies: Despite these volatile social conditions, Colombia's traditional political institutions remained remarkably intact. The country's political sphere continued to be heavily dominated by its two traditional elite-controlled factions: the Liberal Party and the Conservative Party.Institutional Adaptation: Angell argues that these traditional parties survived because they were flexible and adaptable enough to respond to social changes. By incorporating moderate reforms and absorbing smaller dissident factions (such as the Movimiento Revolucionario Liberal), the traditional ruling elites effectively "took the steam out" of emergent populist or reformist challenges. Skepticism of Populist Outcomes: In his broader analysis of Latin American governance, Angell expresses historicist skepticism regarding the long-term efficacy of populism. He posits that even when populist-rooted movements successfully capture power elsewhere (such as in Mexico), they rarely achieve the idealised versions of social justice they championed while operating in the opposition.
