Trovandosi il Comune di Rotzo in una gravissima situazione finanziaria, quanti lo avevano amministrato fino a quel momento, ovviamente quasi tutti maschi, decisero di non presentare liste per il rinnovo del Consiglio comunale, in modo da obbligare il Governo a nominare un commissario prefettizio che sanasse con provvidenze statali il bilancio. A quel punto, un gruppo di donne, guidato dalla maestra Carla Slaviero, presentò a sorpresa una propria lista, incontrando lo scetticismo e l'ostilità di grande parte della popolazione maschile. «Se gli uomini non ce l'hanno fatta [a risanare le finanze comunali] tanto meno ci riusciranno le donne»: questo fu allora il giudizio prevalente - e abbiamo scelto il più benevolo - della parte maschile.
