(12731) L'intervento di Ancona, prof. del Politecnico di Milano e deputato al Parlamento, è a favore dello Spluga, contro il Greina, sia per la sua importanza militare ("avendo noi in casa solo i 2 imbocchi del Sempione e del Cenisio, mentre il Gottardo è completamente fuori dal suolo italiano, e così il Brennero . e lo Spluga è l'unico passaggio centrale al quale si arrivi da terra italiana"), sia perché è la via più diretta tra due nazioni, l'Italia e la Germania, per lo scambio delle loro attività e dei loro prodotti. "Che gli Svizzeri non ne siano entusiasti si capisce. Essi dicono: Come? Un altro ponte italo-tedesco, più breve, sul quale comanderemo metà l'Italia e metà noi? No! Non c'è già il vecchio ponte del Gottardo sul quale comandiamo noi soli? Ed al caso si faccia il Greina, pel quale continueremo a comandare da soli".
