Der Vater Johann Andreas Caesar war Mitglied des Inneren Rates der Stadt Graz. Nach dem Besuch der Jesuitenschule trat Julius Caesar in das Chorherrenstift Vorau ein, wo er den Klosternamen Aquilinus annahm. Caesar studierte an der Grazer Jesuitenuniversität, wurde 1742 zum Priester geweiht und war als Lehrer und Pfarrer in der Oststeiermark tätig. Daneben führte er seine historischen, theologischen und kirchenrechtlichen Studien weiter und entfaltete eine reiche wissenschaftliche und publizistische Tätigkeit. Einen Ruf an die Grazer Lehrkanzel für Kirchenrecht lehnte der kränkelnde Gelehrte allerdings ab. Von Caesar stammt die erste umfassende Geschichte der Steiermark, die ihm den Ehrentitel `Vater der steirischen Geschichtsschreibung` eintrug. Die `Annales Ducatus Styriae` sind das erste systematische Quellenwerk zur steirischen Geschichte von den Anfängen bis ins 18. Jahrhundert. Seine `Beschreibung der k. k. Hauptstadt Grätz und aller daselbst befindlichen Merkwürdigkeiten` aus dem Jahre 1781 ist die erste umfassende Darstellung der Stadt in deutscher Sprache.
