Sohn des Urs, Metzgermeisters. 1773 Noviziat, 1774 Profess, 1781 Priesterweihe im Benediktinerkloster St. Gallen. A. trat 1785-87 im Auftrag von Abt Beda Angehrn offenbar erfolglos für die sog. Normalschulmethode Johann Ignaz Felbigers ein. Als Kritiker der Schuldenwirtschaft des Abts wurde er 1788 nach Hemberg, 1789 nach Ebringen im Breisgau versetzt, wo er 1792 die "Gesch. der Herrschaft Ebringen" schrieb. 1796 wurde er vom Nachfolger Bedas als Stiftsarchivar nach St. Gallen zurückberufen. 1797 als aufgeklärter Geistlicher Mitglied der St. Galler Interimsregierung, übernahm er während der Helvetik versch. Aufgaben, u.a. die Ordnung des Oltner Archivs. 1802 schrieb er die "Gesch. der Stadt Olten", später die "Gesch. der Landgrafschaft Buchsgau". 1804 wurde er mit der Ordnung des St. Galler Stiftsarchivs betraut, nach der endgültigen Aufhebung des Stifts 1805 Gehilfe des Archivars. Sein bedeutendstes Werk, die dreibändige "Gesch. des Kt. St. Gallen" (1810-13), behandelt den hist. Hintergrund des neu geschaffenen Kt. und war der krit. Geschichtsschreibung verpflichtet. 1813 wurde A. Leiter des St. Galler Priesterseminars, 1817 Erziehungsrat, 1824 Stiftsbibliothekar und Domherr des Doppelbistums Chur-St. Gallen sowie Geistl. Rat. A. arbeitete auch an den "Monumenta Germaniae Historica" mit ("Annales Sangallenses" 1826, "Scriptores rerum Sangallensium" 1829)» (HLS). 2200 gr.
