Elle a ete confectionnee dans l'intention malsaine de maintenir tout le pays dans un etat sensiblement grabataire, dans une situation de paralysie generalisee. Bref un etat de commotion cerebrale et de lethargie complete. Force est de souligner que ce texte supreme, prejudiciable aux interets primordiaux de la Republique democratique du Congo, a ete elabore par des experts etrangers. Infeode aux puissances exterieures d'extraction visiblement europeenne, ce groupe de savants a pondu une charte fondamentale, selon des instructions prealablement fournies par des commanditaires maffieux. Il est, donc, naturellement question de poursuivre une politique d'exploitation leopoldienne, d'ailleurs, faite de violence inouie et de terreur innommable. Une telle perspective sombre qui, par essence, rend vulnerable cette contree majestueuse au coeur de l'Afrique contemporaine et independante merite absolument d'etre corrigee dans le but de proteger les interets vitaux et sacres de la Collectivite publique et les droits inalienables de la population. A cet effet, l'auteur propose l'adoption d'une Constitution salutaire qui promeut la souverainete de la Nation, la liberte du Peuple et la dignite de la population. En realite, il propose l'adoption d'un texte majeur, profitable au pays tout entier.
