Grand in-4° relié demi-chagrin grenat de l'époque, 400 pages circa L'histoire de l'Observatoire de Toulouse à Jolimont n'est qu'un chapitre d'une histoire plus importante, celle de l'astronomie à Toulouse. Les premiers astronomes toulousains que nous connaissons observaient le ciel au 17ème siècle. Un peu plus tard, en 1733, l'Académie des Sciences, Inscriptions et Belles-Lettres de Toulouse aménage un Observatoire dans l'une des tours des remparts et en confie la direction à Garipuy. En 1781, l'astronome Jérôme de Lalande disait, en parlant de Toulouse, que "c'est de toutes les villes de province celle où l'astronomie est la plus cultivée". A cette époque, Toulouse ne comptait pas moins d'une dizaine d'astronomes et trois Observatoires, ceux de Garipuy (rue des Fleurs), celui de Darquier (dans la rue qui porte maintenant son nom), et celui de Riquet (le petit-fils du constructeur du canal du Midi) à Bonrepos. Frédéric Petit est le premier directeur de l'Observatoire de Jolimont. Nommé directeur de l'Observatoire de la rue des Fleurs en 1838, il constate que cet Observatoire n'est pas en état de recevoir les nouveaux instruments que lui a donnés le Bureau de Longitudes à Paris, sur la recommandation de François Arago, dont il est l'élève. Il propose d'ériger un nouvel Observatoire en dehors de la ville, sur la butte de Jolimont, un endroit mal fréquenté où l'on va se battre en duel. Mais il lui faut 3 ans de négociations avec la ville avant que la première pierre ne soit posée à Jolimont, en 1841, puis encore 6 ans avant que le bâtiment ne soit terminé, et encore 3 ou 4 ans avant de pouvoir enfin y travailler. On ne sera donc pas surpris de lire, dans le premier tome des Annales de l'Observatoire, quelques phrases amères pour caractériser cette période de sa vie. ". pendant douze ans entiers, depuis la fin de 1838 jusque vers la fin de 1850, tourments, fatigues, heures de découragement et presque de désespoir, efforts incessants pour briser ou pour tourner des obstacles constamment renouvelés au sein des divers Conseils municipaux qui se succédaient et qu'il fallait entraîner contre l'opinion des hommes habitués jusqu'alors à décider sans appel, à Toulouse, dans les questions de science; pendant douze mortelles années, pour fonder l'oeuvre à laquelle je m'étais dévoué, j'ai dû tout épuiser, tout ce qui peut rendre la vie amère à un homme convaincu qu'il doit marcher résolument dans la voie pleine de dégoûts où il s'est engagé." Félix Tisserand, normalien, astronome-adjoint à l'Observatoire de Paris, succède en 1873 à Daguin. Il a 28 ans, comme Petit à ce point de sa carrière. Contrairement à ses prédécesseurs, Tisserand n'est pas seul; deux aides-astronomes, Joseph Perrotin et Guillaume Bigourdan, l'assistent dans ses observations. Le premier, originaire de Pau où il a été en classe avec Isidore Ducasse (plus connu sous le pseudonyme de comte de Lautréamont), était maître répétiteur au Lycée de Toulouse. Le second, originaire d'une famille d'agriculteurs du Tarn-et-Garonne, était étudiant à la faculté des sciences de Toulouse. Ce sont donc des novices en astronomie, mais Tisserand a du flair, car ils seront tous deux des astronomes remarquables. En 1874, Tisserand part au Japon observer le transit de Vénus sur le Soleil. Pendant cette absence d'un an, Jules Gruey, chargé de cours à la faculté des sciences de Toulouse, futur directeur de l'Observatoire de Besançon, assure l'intérim de la direction.
