L'obiettivo era quello di sovvenire ai problemi della mendicità e della disoccupazione creando una colonia agricola modello mirante ad introdurre nuove colture agrarie (dalle foraggere al tabacco all'oppio indigeno) e forestali (indirizzate soprattutto allo sfruttamento delle resinose), creare vie di comunicazione (compresa una nuova linea ferroviaria), bonificando zone malsane. La colonia agricola fu dotata di un capitale iniziale di 8 milioni di franchi. Oltre alla descrizione degli ineterventi eseguiti, l'autore espone i principi sociali ispiratori dell'esperimento (tra cui la extinction graduelle de la mendicité, et la repression du vagabondage par les travaux agricoles). Ma dopo un avvio promettente l'esperimento non fu poi coronato da grandi successi. Il barone di Mortemart de Boisse (1775-184?) fu letterato e agronomo, fondatore del giornale Le Cultivateur; promosse e migliorò i metodi di allevamento degli ovini in Francia introducendo anche nuove specie.
