Jean-Charles de Sailly, né à Oisy dans le Pas-de-Calais, débuta dans la carrière des Armes en 1784. Il prit part, ensuite aux Campagnes de la Révolution et de l'Empire. Une blessure grave,l'obligea en 1813 à demander sa retraite. Il se retira alors de toute vie militaire ou politique et mourut à Montreuil-sous-Bois en 1830.
