Diese Hausarbeit analysiert die Ursachen dieser Krise.Die peruanische Demokratie entwickelte sich nach der Flucht des autokratisch regierenden Präsidenten Alberto Fujimori im Jahr 2000 zunächst positiv. Noch 2015 sahen Scott Mainwaring und Aníbal Pérez-Liñán die peruanische Demokratie in ihrer besten Form jemals und hielten einen Zusammenbruch für höchst unwahrscheinlich. Die Autoren klassifizierten Peru als Stable Democracy with Shortcomings und sortierten das Land damit in eine Kategorie mit Brasilien, Mexiko, Argentinien u.a. ein. Bis zur Covid-Krise 2020 konnte sich die Demokratie durch stabiles wirtschaftliches Wachstum und sinkende Armut profilieren.Die starke wirtschaftliche Entwicklung verschleierte jedoch Probleme, die die peruanische Demokratie zum Teil aus der Fujimori-Ära geerbt hatte, die aber auch zum Teil erst während der vergangen zwei Dekaden aufkamen. Ein Problem ist das schwach entwickelte Parteiensystem, das sich nie von seiner Atomisierung während der 1990er Jahre erholen konnte.
