Ce plan de développement du réseau de navigation intérieure forme la principale contribution de son administration : il définissait deux axes principaux de réformes, d'une part, la création de nouvelles voies navigables sur plusieurs milliers de kilomètres (on en lit le détail sur la grande carte annexée) ; d'autre part, la standardisation de l'ensemble des voies existantes et à construire sur un gabarit unique (le gabarit Becquey, avec une longueur utile de 30,40, une largeur de 5,20 m, une hauteur sous ouvrage de 3 m).Le rapport ayant été adopté, deux séries d'effets s'ensuivirent : 1. La construction de la plupart des grands canaux latéraux (Loire, Garonne, Somme, etc.).
