Édition originale de ce très important rapport sur les canaux existants et à construire, composé par Louis Becquey (1760-1849), directeur de l'administration des Ponts et Chaussées (et des Mines) depuis le 17 septembre 1817. Ce plan de développement du réseau de navigation intérieure forme la principale contribution de son administration : il définissait deux axes principaux de réformes, d'une part, la création de nouvelles voies navigables sur plusieurs milliers de kilomètres (on en lit le détail sur la grande carte annexée) ; d'autre part, la standardisation de l'ensemble des voies existantes et à construire sur un gabarit unique (le gabarit Becquey, avec une longueur utile de 30,40, une largeur de 5,20 m, une hauteur sous ouvrage de 3 m).Le rapport ayant été adopté, deux séries d'effets s'ensuivirent : 1. La construction de la plupart des grands canaux latéraux (Loire, Garonne, Somme, etc.).
