Meeting in Ankara during 7-11 Feb 1966, the Foreign Ministers of Iraq and Turkey came to an understanding about improving the border road linking Ankara to Baghdad. A Border Bridge downstream of the confluence of the Hazil and Khabur Rivers would connect Ankara via Silope, Cizre, Midyat and Mardin on the Turkish side, and Baghdad via Zakho, Mosul and Baiji on the Iraqi side. Recognising the strategic importance of quick completion for promoting social, economic and touristic relations between the two countries, they came to agreements relating to the Khabur Bridge's location; geometry and design standards for road and Bridge; phases of survey, design and documentation for the Bridge; construction; maintenance; time schedule; and administrative matters (ref. Protocol). This key document contains: (1) the Protocol (described above) signed by Deputy Director General of Highways Hasan Bora for Turkey and DG of Roads and Bridges Abdulnafi Abdulmewjud for Iraq, 7+(3)pp English including folding location maps showing the link between Turkey and Iraq and in more detail the stretch between Mardin and Mosul on a 1/1M scale, geometric design standards, and live load diagrams. (2) Report of the Meetings in Baghdad 4-11 June 1967 to discuss the Bridge's preliminary design, signed by DG of Highways Servet Bayramoglu for Turkey and Abdulmawjud for Iraq, 4pp Turkish and 6pp English. (3) Report on Meeting in Ankara 18-25 Aug 1967 to discuss approval of working drawings, specifications, Bill of Quantities and other Contract Documents, signed by Bora for Turkey and Survey and Design Engineer Hassan Dadah, Directorate of Roads and Bridges for Iraq, 5pp English. This contains the measure for the revised cost estimate of Khabur Bridge, including the Report from the Meeting held in Baghdad during 14-20 Sept 1969, and the folding Summary of Final Cost Estimate ms dated 20 June 1974, prepared by Inspection Engineer Emin Akdogan, checked by Chief of Bridges Turhan Temeli, approved by Division Director Erdogan Birhekimoglu, also approved and signed by the Director of Bridge Construction Division, and Head of Bridge Dept for the General Director. This shows that Iraq and Turkey had agreed to split the costs 50:50, itemising each line of expenditure, with data on the Iraqi share and payments. Both documents very good.
