He launches a campaign to have the factory closed down but not long afterwards is found murdered. Dr. Fabius, a local physician, and freed slave, Benjamin Meredith, investigate the murder and the trail soon leads to Damage Tower, situated in an isolated part of the Lancashire coast, where the sinister Dr. Rosenheim has an anatomical laboratory.
