Scribani nacque a Bruxelles il 21 novembre 1561, figlio di un nobile italiano, Ettore, e di una nobildonna di Gand, Maria Vander Beke. Carlo ricevé un'educazione consona alle origini nobili della famiglia con un precettore privato. Proseguì gli studi presso l'umanista Antoine Sylvius, di Vilvoorde. Il rapporto con gli esponenti dell'umanesimo fiammingo e la frequentazione della corte farnesiana contribuirono al suo arricchimento culturale. Ebbe così modo di entrare in contatto con quel mondo di relazioni e di pratiche cortigiane che coltivò per tutta la vita, allacciando rapporti con i protagonisti delle complesse vicende di quei decenni (fu amico, tra gli altri, di Enrico Puteano, Peter Paul Rubens, Antoon Van Dyck). Da queste esperienze trasse materia di riflessione per i suoi scritti. Le sue opere d'ascesi e morale si alternarono ai testi per i quali raggiunse fama e notorietà nell'Europa cristiana del primo Seicento: quelli di carattere politico. Redatti in latino nel contesto dei conflitti religiosi che contrapposero cattolici e calvinisti, questi scritti, talora nella forma vivace di veri e propri pamphlet, vennero presto tradotti in lingua volgare. In essi Scribani manifestò apertamente il proprio sostegno verso i sovrani iberici, i loro ministri e generali e i principi cattolici del Sacro Romano Impero. Tra le sue opere politiche più note vi è Politicus christianus (1624). Dedicato al giovane Filippo IV (ma non nell'edizione francese dell'anno successivo), lo scritto uscì nel clima arroventato della guerra dei Trent'anni. Il testo di Scribani, tra i numerosi pubblicati nel Seicento sui temi della gestione dello Stato e delle pratiche di governo proprie del principe cristiano, sollevò a Parigi molte reazioni negative anche per la sfacciata esaltazione del giovane Filippo IV, accompagnata da riferimenti critici pungenti verso Luigi XIII. Le polemiche furono l'occasione anche di uno scontro interno alla Compagnia che coinvolse, con il pontefice Urbano VIII e il padre generale Muzio Vitelleschi, i confessori gesuiti dei diversi principi e sovrani cattolici in un dibattito fatto di scritti anonimi, richiami alla prudenza, corrispondenze polemiche, in cui furono sollevati interrogativi sul diritto di destituzione di un re alleatosi coi protestanti e dunque sul diritto del popolo di opporgli resistenza.
