Numerous Bills aimed at abolishing the British slave trade were tabled in parliament between 1790 and 1805, but all ended in failure. Undeterred, abolitionist lawmakers turned their attention to the lucrative foreign slave trade, and drafted a Bill to prevent the importation of slaves by British traders into territories belonging to foreign powers. Its reasoning was largely economical: by not allowing British slave traders to supply foreign plantations with slave labour, there would be less competition from produce grown on foreign plantations. At the time, a large part of the British slave trade was dependent on trading slaves to colonies of other countries on behalf of foreign clients. The proposed anti-slave trade legislation passed, and the Foreign Slave Trade Prohibition Act, 1806 had an immediate impact by eliminating between two-thirds and three-quarters of the foreign British slave trade business. The 1806 Act set the scene for abolition of the entire British slave trade the following year when the Slave Trade Abolition Act, 1807 was approved and became law.

SEE IMAGE for details on all 12 Acts. By the late 1780s, the British public began to seriously question the moral and legal aspects of the slave trade. Sir William Dolben (1727-1814), a Member of Parliament and advocate for the abolition of slavery, happened to visit the docks of London and view a slave ship. He was appalled by the horrific conditions on board the vessel, and resolved to draft legislation to regulate the British slave trade. Dolben was not alone in his abhorrence of slavery: public opposition to the slave trade had been heightened by recent litigation against a Liverpool syndicate, in connection with the 1781 massacre aboard the slave ship Zong, wherein 133 Negro slaves were thrown overboard to protect drinking water rations for the crew and passengers, but with the actual intent of collecting insurance on the lost slave cargo. In 1788, Dolben proposed a Bill to regulate the shipping of slaves in British vessels: it passed with a large majority, and resulted in THE FIRST BRITISH LAW TO REGULATE THE SLAVE TRADE. Annual revisions of the 1788 Act were passed by Parliament until 1799 (no Act was issued in 1796, whereas two Acts were issued in 1797). British subjects operating British slave ships were obliged to follow regulations outlined in the Acts, such as: a strict limit on the number of slaves that could be carried by a vessel, in accordance with its tonnage; the manner in which child slaves were counted as adult equivalents; the manner of landing slaves at ports in the West Indies; the proper registration of ships intending to take slaves at Africa; the presence of a qualified ship surgeon to attend to the crew and slaves and to keep a journal with detailed accounts of all incidents of sickness and death; the prevention of interference or obstruction of officials appointed to enforce the regulations; the allotment of upper and lower ship cabins and space between decks for slaves, with no merchandise to be stowed therein; the use of qualified masters to have charge of slave ships, and to maintain law and order; and the strict adhesion to insurance policies on slave cargo for losses incurred only by the perils of the sea, piracy, insurrection, capture by enemies, barratry of the master and crew, or fire. Rewards were offered for low slave mortality during transport: if not more than two slaves in one hundred died on the voyage from Africa, the master was entitled to £100 and the surgeon £50; and if not more than three slaves in one hundred died, the master was entitled to £50 and the surgeon £25. Fines for non-compliance ranged from £30 to £500 per infraction. Non-payment of fines could result in the seizure of vessels. A specification that was undoubtedly influenced by the Zong slave ship litigation stated that cargoes of slaves could only be insured against loss due to the perils at sea, piracy, insurrection, capture by enemies, negligence of the master and crew, or destruction by fire. The Acts also outlined the nature of daily rations for all persons on board. Updated versions of the legislation attempted to improve conditions for the slaves: the 1797 Act specified a height of four feet one inch between decks, in response to the use of unacceptably narrow spaces in some ships to house slaves during voyages. In a similar attempt to reduce crowding and mortality, the 1799 Act specified that the number of slaves taken on board any vessel of any measurement whatsoever could not exceed four hundred. The 1799 Act closed with the declaration that slaving vessels could only operate out of the ports of London, Liverpool, and Bristol.

The British Slave Trade Prohibition Act, 1806 widened the restrictions placed on the British slave trade by the Foreign Slave Trade Prohibition Act, 1806 to include vessels clearing from British ports for the purpose of carrying slaves from Africa to any location for a period of two years. Illegal carriers of slaves faced fines of GBP 50 per slave. Before the two-year restriction period for this Act ended, the British slave trade had been formally outlawed in its entirety by the Slave Trade Abolition Act, 1807.
