During the Spanish-American War Coontz and his ship the Charleston siezed control of Guam, then joined Admiral George Dewey's forces in the Philippines. He was Governor of Guam in 1912-13. In 1919 he was appointed Chief of Naval Operations. While wrestling with financial problems, new technologies, pressure from Congress and the naval fallout from the Teapot Dome scandal, Coontz established a unified United States Fleet and strengthened the CNO's position within the Navy Department.
