Soft cover. Condition: Good. (Communitarianism. Utopian.) Le Manifeste Communautariste. Paris, Editions du Centre Communautaire. 7.5"x 5.5", 55pp. Original wrappers. Provenance: Library of Congress, with their tiny rubber stamp on the front cover and another lager stamp on the rear of the half-title. Also of note: there's a rubber stamp "purchased for the US Govt IDC" on the title page. IDC was an operation active during World War II the purpose of which was to collect publications from other countries for distribution to U.S. government and research libraries, a mission that involved intelligence and strategic importance during the war. [++] GOOD copy (5/10). "The philosophy of communitarianism originated in the 20th century, but the term "communitarian" was coined in 1841, by John Goodwyn Barmby, a leader of the British Chartist movement, who used it in referring to utopian socialists and other idealists who experimented with communal styles of life. However, it was not until the 1980s that the term "communitarianism" gained currency through association with the work of a small group of political philosophers. Their application of the label "communitarian" was controversial, even among communitarians, because, in the West, the term evokes associations with the ideologies of socialism and collectivism; so, public leaders and some of the academics who champion this school of thought usually avoid the term "communitarian", while still advocating and advancing the ideas of communitarianism."--Wikipedia.

O'Donnell had a rather nice touch for the sardonic, and sums up the successes of the Crime Commission on the first page so: "THE Crime commission is the most annoying body in Chicago. And its mainspring, "a certain Mr. Loesch," as Judge Fisher describes him, is a perpetual calendar of disturbing days. Testimony on these points is abundant. Lazy judges, tip-taking bailifs, bootlegging policemen, bail bond fixers, laggard state's attorneys and professional criminals all agree that the Crime commission substantially reduces the joy of life and impedes the flow of easy money to an extent beyond calculation. But, annoyed though they frequently are, the culprits do not half comprehend the perfection to which the commission has brought its specialty of being annoying.".

[++] "Controlled Purchasing Power Directed Stock Market; Overview of the Finance and Stock-Market Year 1941." [++] A sample from the work: "More than in the previous year, the German economy in 1941 was shaped by the subordination of all civilian demands to the needs of conducting the war. This applied, of course, also to the area of financing and especially to developments in the securities markets. Here too, all processes and measures were directed toward ensuring that the principles of a wartime-controlled economy could fully prevail." ALSO: "Progressive Consolidation of War Financing." "In contrast to World War I, in this war already from the very beginning roughly half of the wartime financial needs has been covered through taxation. The tax revenue of the Reich rose from 17.7 billion RM in the fiscal year 1938 to 27.2 billion RM in the fiscal year 1940, and is expected to reach, including the war surcharge on corporate tax, approximately 32 billion RM in the current fiscal year. To this are added various administrative revenues, the war tax of communities, the matricular contributions of the Protectorate, and payments toward occupation costs, so that the ordinary income of the Reich (without the most recent expansion of profit-skimming) will rise to approx. 45 billion RM annually." And: "According to recent statements by State Secretary Reinhardt, an increase to as much as 50 billion RM may be expected for the next fiscal year. Offset against expenditures for non-military purposes of roughly 20 billion RM annually of which about 5 billion RM must be calculated for support payments to families of conscripted soldiers around 20 billion RM of military expenses are already covered by current revenues. The rest must be financed through credit. [++] Only one copy of this work is found in WorldCat (Georgetown University Law Library.).

WorldCat locates ONE copy. [++] Merchant Vessel v. Submarine, Some Reasons for Zig-Zagging (a "Confidential" report written by Lt. Commander A.G. Leslie and published by Wood & Co. in Chatham in 1918) presents logical, simple, workable solutions to the problem of the submarine, fallible solutions to what must have seemed to be infallible treachery.  It is a pocket-sized, 5x3 inch talisman and survival guide for those ("For Masters of British Merchant Vessels") responsible for hundreds of lives and thousands of tons of ship, all of the good information boiled down to eight pages of loose type, a way to get around the subs, and weighing in at about an ounce.[++] What it really boiled sown to was zig-zagging--plus darkening the ship, posting lookouts, painting the ship the proper color, camouflaging it, and keeping the lights and smoke down.  But over th eight pages Leslie knocks down the idea of zig-zagging over and over again.  And he was right of course, right on all of it, given the conditions of conflict and the state of development of the submarine and the torpedo.  At this point, the torpedo was a point-and-shoot affair, which means the sub commander needed to get accurate info on the speed and the course of the ship (and other stuff of course)--and the one thing that would make this very difficult for the sub was for the ship to change its course unpredictably.  That would mean longer follow time for the sub, longer time above the water line, probable multiple dives using up battery power, and so on, all very problematic for submariners.[++] Once unrestricted warfare was declared on 1 February 1917 the German subs attacked any and all shipping, including American ships, which led the way for American involvement in April.  The U-boot sunk substantial part of British shipping, but, ultimately, it could not do enough against the escorted convey, and the German moment would be lost.  In the end of it all, of the 360 submarines built by Germany, 178 were lost, after having waged a campaign for four years which saw the sinking of more than 11 million tons of shipping. .

[++] "John Heartfield was a pioneer of modern photomontage. Working in Germany and Czechoslovakia between the two world wars, he developed a unique method of appropriating and reusing photographs to powerful political effect. [+] At a time of great uncertainty, Heartfield's agitated images forecasted and reflected the chaos Germany experienced in the 1920s and '30s as it slipped toward social and political catastrophe. In this climate, communists, Nazis, and other partisans clashed in the press, at the ballot box, and on the streets. The impact of Heartfield's images was so great that they helped transform photomontage into a powerful form of mass communication. [+] Heartfield devised photo-based symbols for the Communist Party of Germany, allowing the organization to compete with the Nazis' swastika. His images of clenched fists, open palms, and raised arms all implied bold action and determination. In the image above, a disembodied fist becomes a radio antenna for a Communist-affiliated station in Czechoslovakia that broadcasted into Fascist Germany."--Getty Museum, "Agitated Images: John Heartfield & German Photomontage, 1920 1938 " [++] The work itsekf is a pro-Socialist, anti-Hitler/anti-Fascist work discussing the ecent seizure of power by Hitler, written and published in exile in Prague in what seems to be 1934. The work appears in "AIZ" (Arbeiter-Illustrierte-Zeitung), a left-wing, anti-Nazi illustrated magazine, taking the Nazis to task following Hitler's consolidation of powr following the death of Hndenburg, joining the offices of President and Chancellor in the referendum of 19 August 1934.

Chicago, Illinois, 1938 "First edition". 12" x 9", 14pp, plus 5 folding plates and two folding maps, one of which is very colorful and quite large (19"x28"). Provenance: Library of Congress, with two of their stamps on the front cover. Mimeographed. VG condition. Rare. WorldCat locates only ONE copy. [++] This is the preface to the work it is pretty turgid and a little difficult to read, but the main point the author is trying to get across is that his coloring system will make it easier to see and so to understand the condition of neighborhoods. From the preface: "Exhaustive study and research through publications on municipal and regional planning surveys has convinced the author that an attempt of re-classification and re-vitalization of outstanding facts and theories responsible for the materialization of evolutionary concepts for guidance and control of municipal improvements to meet the needed changes of our time in which we live, has become necessary. The Master Comptroller and Evaluator in Technocolor for Municipalities is the Author's answer to such an attempt. [It]. is destined to perform very important roles in the establishment of a practical system of Control and appraisal of municipal, private and public lands and improvements of all types and classes all over the world. It will furnish a basis for study of problems of land utilization and visualization of structure and out lay of city blocks and thoroughfares through imagery of portraiture and visionary perspective of many forecasted changes for the promotion of health, beauty and cultural perspective of any economic and political wel1-being of communities, and it will help to determine the value of resources and wealth of a community environment. [It] will play specifically distinctive roles in the promotion and development of commerce and industry, which is most essential for the procurement of social and economic security of the communities of a municipality." "Technocolor" by the way is the correct spelling of the term used by Mr. Ben.

Soft cover. Condition: Good. Hugo BERLITZER, La grande lacune de notre defense nationale; un essai sur la propagande comme moyen de pression diplomatique et militaire. Paris, 1938. 265x210mm, 74pp. WorldCat finds only ONE copy at Harvard. Very densely printed, as the work is mimeographed from typed single-space originals making for about 700 words per page or about 50,000 words. The whole of the book is bound with staples at left. Outside of the cover and the first leaf, the text is Very Good overall I'd say a Good (5/10) ranking. [++] Provenance: Library of Congress, with their surplus stamp on the title page. CONDITION: the title page is worn and detached (see pic) and the first leaf (pp 1-2) has some tear on the binding side. [++] It is difficult to relate what La Grande Lacune de Notre Défense Nationale ( The Major Gap in Our National Defense ) was about. In my quick reading it seems to be a critique of the lack of propaganda as part of the French national defense to make positive gains in the "moral" front, and fighting foreign (read: "German") influence with frequent mentions of the effectiveness of the propaganda of the Nazis, and the use of propaganda as a diplomatic and military weapon. The work is published during a time of gigantic upheaval remilitarization of Germany, renunciation of Versailles, the Nuremberg Laws, the total control of the Nazis in Germany, the German role in Spain, the fascists in Italy, the abandonment of Czechoslovakia, and much else, ass there was a general fear of total conflict worldwide. Berlitzer I guess was trying to contribute something to the defensive posture of France, taking up the issue of psychological warfare and propaganda. [++] I cannot find out very much about Hugo Berlitzer. He did write something for Schrifttum über industriellen Vertrieb, VDI-Verlag Berlin, (VDI = Verein Deutscher Ingenieure a professional engineering publishers house) in 1932. Then there's another publication on Hungary printed in Berlin in 1957. SO, it looks like Mr. Berlitzer may have escaped Germany in the middle 1930's and was in Paris at least in 1938, and returned (?) to Germany after the war. Reasons for him leaving Germany for Paris of course are endless, but I can't speculate as there is no evidence to say hardly anything at all.

No Binding. Condition: Fair. 10 leaves, 13"x 8.5". Five leaves printed front and back. Sheets three and four are printed on different stock, and are much more browned, and are missing the top two or three lines of text. So, a problematic copy. BUT: it exists, and even though it may seem that the two brown sheets don't belong, they do. Provenance: Library of Congress, with their 12mm perforated "LC" stamp on front cover, plus receipt stamp also on front cover, plus a surplus rubber stamp on rear cover. This rare document I can find only one copy located at the Leo Baeck Library in NYC presents interviews with people who were present doing relief work right after the concentration camps were liberated and right at the beginnings of helping (or simply housing in many cases) the many displaced, newly-liberated people.  (There were some 6 million displaced persons at the beginning of the peace, including a (very) estimated 200,000 Jews.) This document is an insight into the conditions of the Jews in refugee camps in October/November 1945, and which is also may not be published.  It was still an enormously difficult time for the Jews even though liberated, many thousands were still dying due to their treatment at the hands of the Nazis. For example, when Bergen-Belsen was liberated, there were some 60,000 Jewish survivors, but by the end of the first two weeks more than 9,000 of that number had died. In addition to continuing medical problems there were also high tides of anti-Semitism that ran through many of the DP camps many of which received people by nationalities and not by religion, so there were continuing problems for Polish Jews who were placed in general Polish camps and who suffered from anti-Semitism there. Rabbi E(lie) Munk of Golders Green Beth Hamedrash, London, contributed his report from a relief trip to Germany and was interviewed by the Jewish Central Information Office. Munk was in Celle, near Hanover, and attended three displaced person camps in the vicinity of the Bergen Belsen concentration camp (with his remarks occupying pages one through three of the document). He reported on the numbers of people in the camps as well as the relations between nationalities and Jews within the camps. For example, he says that the relations were good between Jews and Greeks, but "the relations between Poles and Polish Jews were unsatisfactory". Regarding the question of discrimination in favor of the Jews, Munk stated that "the Jews do not enjoy any privileges, although there is no doubt that they have suffered the most at the hands of the Nazis". He found the general conditions within the camps "to be generally appallingmany of the inmates have lost their will power all they want to do is go to Palestine" On the question of German Jews, Munk reports that "there were no German Jews in the camps of the British zone which I visited but that there were some Jewish communities, although most consisted of mixed marriages and half-Jews . He continues: "on the whole, I am afraid, we have to accept the fact that the overwhelming majority of the German Jews have ceased to exist. The rest are a broken people". The remarks of (the Englishwoman) Mrs. M(iriam) Warburg occupy page four through twelve, and gathered  under the title "Conditions of Jewish Children in a Bavarian Rehabilitation camp", at  Froehrewald, and dated September, 1945. It is ironic that this camp was located on a housing estate of I.G. Farben, producer of integral chemicals to the Nazi war effort and also of course manufacturers of Zyklon-B. She too refers to the refugees in the rehabilitation camps as "inmates", and states that the Jews are still treated like prisoners, even when being "closely guarded" by American soldiers, which "the Jews resent very muchthey are still prisoners, are not allowed to move about freely, and are punished daily for trespassing."   Condition: FAIR copy (3/10).
