L'auteur, Charles Etienne Coquebert de Montbret (1755-1831) est le fils d'un conseiller correcteur de la Cour des Comptes, originaire de Reims et apparenté à Colbert. De très bonne heure, il pratique les langues étrangères et suit les cours de sciences divulgués par l'abbé Nollet. En 1786, il succède à son père à la Cour des Comptes. En 1789, il est envoyé à Dublin comme agent général de la Marine et du Commerce. Grâce à Fourcroy et à Monge, il échappe aux mesures d'expulsion des aristocrates de Paris. Il est alors nommé responsable de l'organisation du nouveau système de poids et mesures (décret du 1er aout 1793). Il travaille également dans des ateliers de fabrication de poudre et échappe à la mort lors de l'explosion d'une poudrière d'Essonne. C'est alors qu'il devient le "rédacteur" du Journal des mines, créé en 1794. Il s'en occupe activement jusqu'à 1800. Il lit, traduit et résume de nombreux ouvrages en allemand, la principale langue utilisée par les ingénieurs de mines et les géologues de l'époque.
