Documento decisivo, di grande rilevanza storico-giuridica, in cui i membri della delegazione svizzera riferiscono al Consiglio Federale l'esito dei lavori della Conferenza di Ginevra del 1864: alle pp. 12-14 sono stampati i dieci articoli della «Convention pour l'amélioration du sort des militaires blessés dans les armées en campagne», la prima delle celebri Convenzioni di Ginevra, firmata da dai rappresentanti di 12 paesi europei il 22 agosto del 1864. Documento fondante il diritto internazionale umanitario e insieme atto di nascita della Croce Rossa, la convenzione era l'esito di un lungo percorso, iniziato due anni prima con la pubblicazione di «Un souvenir de Solferino» di Henry Dunant, trattato di enorme successo che impose all'attenzione dei regnanti d'Europa il problema del soccorso ai feriti nelle operazioni belliche. -- Fu la Société genevoise d'utilité publique ad accogliere per prima le sollecitazioni di Dunant, istituendo il "Comitato Ginevrino di Soccorso per i militari feriti", composto dal generale Guillame Henri Dufour, dai medici Théodore Maunoir e Louis Appia, da Gustave Moynier e da Dunant stesso, con funzioni di segretario. La Commissione (detta anche Comitato dei Cinque) nel 1863 convocò la prima Conférence internationale de Genève, che di fatto sancì la nascita della Croce Rossa. A questa seguì, l'anno successivo, il Congrès de Genève, che ebbe come esito appunto la prima Convenzione di Ginevra: «gli articoli della Convenzione di Ginevra del 1864 rappresentarono il primo testo giuridico nel quale confluirono la carità cristiana e la filantropia laica e per questo può considerarsi come una delle massime espressioni della civiltà occidentale» (F.
