Progetto di citta' fantastica che si presenta piu' come un'esposizione di tutto quanto dovrebbe contenere una citta' moderna (enciclopedia in forma di citta'), e di cui il ricco elenco contenente migliaia di voci rappresenta una summa esemplificativa. In questo senso il Crotti (che mai dette mostra di prove architettoniche e che viene ricordato come podesta' diÂCremona per un breveÂperiodo) se da una parte raccoglie la tradizione illuministica lombarda e le sue esperienze di gran viaggiatore per le citta' d'Europa dall'altra continua a perseguire schemi da ancien regime (la realizzazione di un enorme ospizio per persone deformi onde non permetterne la riproduzione).
