The author Francis Edward Crow (1863-1939) was Consul at Basra from 1903 until his arrest by the Ottoman authorities in 1914. In addition to trade, his report includes a discussion on the quarantine rules for Mecca pilgrims arriving from India, Karachi and Persian ports, with data on lazaretto fees and the number of passengers who underwent quarantine each month.
