Dementsprechend widmet sich der Verfasser sodann - als Vorbereitung zur Annäherung an den Europäischen Betriebsstättenbegriff - allgemein den Europäischen Grundfreiheiten und speziell dem primärrechtlichen Zweigniederlassungsbegriff. Ausführlich werden hierbei die Tatbestandsmerkmale des primärrechtlichen Zweigniederlassungsbegriffs analysiert. Der zweite Teil behandelt die Betriebsstättenbegriffe in den die direkten Steuern betreffenden europäischen Richtlinien. Zunächst wird hierzu näher auf die Geschichte und Zielrichtungen dieser Sekundärakte eingegangen.
