Frelinghuysen, who died in office). In part: "I regret that I am unable to comply with your request for an autograph of Mr. Frelinghuysen or to give you information on the subject." Two partial tears on the back from tape removal; very good(-) condition. Grant's Secretary of the Alabama Claims Commission, who succeeded in negotiating damage payments from Great Britain.
