Il explique la manière dont le vote s'est déroulé et les raisons du retournement de situation. « [.] D'abord, veuillez prendre note que le vote de nos chambres des représentants du 20 janvier 1875 n'a pas été, pour la plupart des membres, un vote d'enthousiasme, j'allais dire même un vote de conviction. La plupart ont attaché peu d'importance au vote affirmatif et l'ont émis en quelque sorte parce qu'ils ne pouvaient raisonnablement voter la négative []. En second lieu, je constante que les deux abstenants au vote sont, avec Mr Frère-Orban [Walthère Frère-Orban (1812-1896), afin chef du cabinet belge], membres du cabinet libéral actuel, et parmi les plus importants []. Quant à M. Frère-Orban, il n'a pas pris part au vote et je tiens de Mr Couvreur que c'est à dessein.
