Furthermore they have realized that this will lead to more natural catastrophes, than have already occurred. The scope of the present assignment is to point out what the international climate politics for reducing the human-based greenhouse effect and what is the status quo of emission reduction measures are. Therefore chapter one highlights the fundamentals of the greenhouse effect and which gases trigger it. Especially the carbon dioxide emissions lead to an increased warming of the earth with an amount of 9-26 per cent. The main cause for the greenhouse effectwith approximately 50 per cent is the burning of fossil energy sources like petrol or wood. Chapter two characterizes the development of international climate politics. Beginning in the year 1979 at the first world climate summit a worldwide binding climateprotection was first passed in December 1997 when the United Nations established a protocol at the Nations Conference in Kyoto which has the aim to 'stabilize the amount of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system'1. The protocolestablishes legally binding commitments for the reduction of greenhouse gases. So far 183 states have ratified the protocol. Furthermore three different Kyoto Mechanisms will be explained, that are to help to achieve the agreed climate goals. One of these mechanisms is Emission Trading that is used on the one hand on national level within the Kyoto Protocol and on the other hand on company level. The use on company level is implemented in the European Union Emission Trading System thatwill be described in chapter three. By using a cap & trade system the governments of the participant countries try to create incentives for selected sectors to reduce their emission level. This is supposed to be realized by a continuously lowered cap for produced emissions. This lowering is divided in three main phases. The first phase from2005 to 2007 was a testing phase which covered ~ 50 per cent of the national CO2 emissions. The second phase from 2008 to 2012 reduces the emission allowances and includes other greenhouse gases.The third phase will start in 2013 and will again reduce the emission limits and other sectors such as aviation and.

The estimations of Friedrich Schneider, onedistinguished expert in this area, showed that the extent of the shadow economy inGermany in 2007 was about 349 billion Euros, which equals to 14.7 percent ofGermany¿s gross domestic product (GDP)!The scope of the present assignment is to provide an all-embracing and criticaloverview of the shadow economy, to introduce the main causes, effects and dimensionsof the shadow economy and to find answer the question how shadow activities can belimited.In this context the hidden sector can be defined as all economic activities that are notrecorded in the national accounts, but normally should be a part of them and be includedin GDP. These actions can be on the one hand absolutely legal in the self-sufficienteconomy like do-it-your-self, neighbourhood help, but on the other hand completelyillegal activities like dealing with drugs and smuggling as well as legal activities, whichare illegally being carried out, e.g. tax evasion or illicit work.The main and most vital reasons for the existence and constant growth of the shadoweconomy are high taxes or social security contributions burden and the intensity of stateregulations. But also sociological-psychological causes like subjective perception of taxburden, falling society values, a bad tax morale and declining loyalty towards the statecan have a tremendous impact on the size of the hidden economy.But is the shadow economy a threat to the official sector At first glance, the questionwhether the shadow economy is dangerous might appear strange. However, there areseveral controversial opinions about this matter. The analysis of the effects caused bythe existence and the growth of the shadow economy is a contradictory topic. Ferner werden auf Grund der globalen Erwärmung immer mehr Möglichkeiten gesucht, CO2Emissionen einzusparen und somit die Umweltbelastung zu senken. Die erneuerbaren Energien (EE) haben das Potenzial diesen Problemen entgegen wirken zu können. Das vorliegende Assignment hat zum Ziel, die Entwicklung der Förderung für EE in der EU und in der Bundesrepublik Deutschland aufzuzeigen. Dazu ist dieses Assignment methodisch in fünf Kapiteln gegliedert. Nach der Einführung in die Thematik werden in Kapitel zwei die erneuerbaren Energien mit ihren Vor- und Nachteile dargestellt. Außerdem wird die Frage beantwortet, warum EE überhaupt gefördert werden müssen. Das Kapitel drei beschäftigt sich mit der politischen Entwicklung der Fördermaßnahmen für EE in der EU und den beiden Hauptfördersystemen das Einspeisevergütungssystem und das Quotensystem mit Zertifikathandel. Abschließend wird die historische Entwicklung der EE dargestellt. Im anschließenden Kapitel vierwird die Entwicklung der Förderung für EE in Deutschland und deren Ausgestaltung sowie historischen Verlauf beschrieben.
