Devoti Giovanni (1744-1820): nacque a Roma da Fabio, oriundo genovese, e da Maddalena Stella, veneziana, l'11 luglio 1744.Ricevuta l'istruzione primaria dal padre, compì gli studi umanistici dagli scolopi nel collegio "Nazareno" e aderì alla Colonia degli Incolti. Nel novembre del 1762 si iscrisse alla facoltà di giurisprudenza della Sapienza. L'11 maggio 1766 egli conseguiva la laurea in utroque iure e nello stesso anno pubblicò a Roma l'opera De notissimis in iure legibus, che gli procurò subito notorietà e reputazione. Agli inizi del 1768 questa operetta gli facilitò la vittoria nel concorso a "soprannumerario" della "lettura legale", che lo abilitava alla supplenza in tutte le discipline della facoltà di legge, come allora usava all'archiginnasio romano, e pochi mesi dopo, deceduto Dario Guicciardi, gli assicurava la successione alla cattedra di istituzioni canoniche. Il ruolo di docente ordinario non lo dissuase dall'esercizio della professione forense già avviata con successo e che proseguì ininterrottamente fino al 1789 ritraendone grande rinomanza. Studi seri e ampi, assiduo lavoro intellettuale e costante aggiornamento nella materia giuridica si riflettono nei quattro volumi delle Institutionum canonicarum libri IV (Romae: I, 1785; II, 1787; III, 1788; IV, 1789), la cui dedica "Ad cupidam sacrorum canonum iuventutem" appare esemplata su quella che G. V. Gravina aveva steso per le Origines iuris civilis. Gli scopi e il metodo, enunciati con nitidezza, danno l'idea compiuta del piano didattico dell'opera che si sviluppa concretamente con una esposizione sistematica di tutto il corpus del diritto canonico.La fortuna di questo manuale è comprovata dal successo editoriale raggiunto nell'Europa occidentale: a Roma ebbe non meno di dodici edizioni fino al 1860, tre a Bassano (1792, 1843 e 1857), a Bologna una in latino nel 1818 e due in italiano (1838 e 1850), una a Venezia (1834), una a Torino esemplata sulla quinta romana (Augustae Taurinorum 1855), una a Liegi (Leodien 1860 in due volumi) e una traduzione in castigliano curata da Galan y Junco, edita a Valencia nel 1830. Durante l'occupazione napoletana dei territori della Repubblica Romana, nel dicembre del 1798, fu nominato deputato e governatore di Anagni, ma, ritornate le armate francesi, dovette riparare prima a Napoli e poi a Palermo al seguito di Ferdinando IV di Borbone. Nel dicembre del 1799 ricevette l'invito a raggiungere i cardinali convenuti a Venezia per l'elezione del nuovo papa e fu candidato alla segreteria del conclave; ma nella designazione gli fu preferito per un voto Ercole Consalvi ed egli se ne ritornò ad Anagni. Nel concistoro del 26 marzo 1804 Pio VII lo trasferì alla sede titolare di Zela, che chiese ed ottenne di mutare con quella arcivescovile di Cartagine il 29 maggio seguente. La traslazione comportò il suo inserimento nei ranghi della Curia romana con la nomina a segretario dei brevi ai principi, canonico della basilica liberiana, consultore delle congregazioni dell'Indice e della Immunità, seguita da onorificenze varie. Il D. fu uno dei quattro vescovi al seguito di Pio VII nel viaggio a Parigi per l'incoronazione di Napoleone; nel gennaio del 1809 fu nominato plenipotenziario della S. Sede nel negoziato intrapreso per la revisione del concordato con la Baviera. Nel corso degli eventi che sconvolsero lo Stato ecclesiastico sottoscrisse una formula condizionata del giuramento richiesto dal regime napoleonico, e due anni dopo ne firmò una seconda senza condizioni, ma subordinata a una protesta di fedeltà al papa. Egli stesso ricorda (Iuscanonicum, III, p. V) di aver ritrattato non appena conobbe la riprovazione del pontefice. Nel 1814, dopo il rientro di Pio VII, rinunziò ad ogni incarico e visse appartato. Morì a Roma il 18 sett. 1820. 19mo Secolo.
