Es basiert auf einem ,Funf-Saulen-Modell": 1. Verankerung einer ,Politischen Dimension", 2. Intensivierung der Armutsbekampfung, 3. Einbeziehung nichtstaatlicher Akteure, 4. WTO-Konformitat: Integration der AKP-Staaten in die Weltwirtschaft, 5. Reform der Entwicklungsfinanzierung und Programmabwicklung. Saule 1 und 3 beinhalten die aus politologischer Sicht wichtigsten Neuerungen. Steht ,Cotonou" fur den Beginn einer neuen Politisierung der AKP-EU-Partnerschaft oder impliziert es die Zementierung der asymmetrischen Lome-Praxis? Die Autorin zeigt, dass die EU-AKP-Zusammenarbeit weiterhin ambivalent bleibt.
