Bonapartiste de la première heure, Jean-Gilbert Victor Fialin, duc de Persigny (1808-1872) était déjà aux côtés du futur Napoléon III lors des deux tentatives d'insurrection de Strasbourg (1836) et Boulogne (1840) et contribua puissamment à l'élection du Louis Napoléon puis au coup d'Etat du 2 décembre 1852. Il occupa par la suite d'importantes fonctions ministérielles sous le Second Empire. Il rédigea ces 'Lettres de Londres' depuis son exil pour fuir la justice française de 1836 à 1839. L'auteur traite, dans cette oeuvre de propagande bonapartiste, de ses relations avec le futur empereur, des projets de restauration du régime impérial et livre un début du programme du gouvernement à venir. Ex-libris gravé de la bibliothèque de Léon Laurent-Pichat (1823-1886), homme politique, poète et homme de lettres, connu principalement pour le rôle qu'il a joué dans la publication de 'Madame Bovary' en 1857.
