Dans ce Bulletin hebdomadaire, exclusivement consacré à la fin de la phase active de l'Opération "Mandarine", les 6 et 7 octobre 1951, dont l'original a été signé par le Général de Linarès, commandant les troupes françaises au Tonkin, mais qui a été rédigé par le Colonel Dulac, son Chef d'Etat-Major, ce dernier fait le bilan de l'Opération qui "se proposait de réduire la poche fortement organisée par la T.D.42 (c'est-à-dire le Tien Doan 42, le Bataillon vietnamien 42) entre Canal des Bambous - Fleuve Rouge - Song Tra Ly et la R.P.217, et du même coup, visait à détruire ce régiment, âme de la rébellion à l'intérieur du Delta" et conclut: "Le T.D.42 n'existe plus". SIGNÉ PAR L'AUTEUR. Le Général André Dulac sort de St-Cyr en 1927, sert au Maroc (1928-1934), suit les cours de l'Ecole Supérieure de Guerre (1935-1937), est promu Capitaine en 1936, puis est affecté à l'Etat-Major de la région de Paris (1937-1939). Au Levant en 1940 et 1941, il est promu Chef de bataillon en 1943 et devient Chef de réseau du Bureau de Contre-espionnage, Renseignements et Action - BCRA puis chef de service de la France Combattante à la Direction Générale des Etudes et Recherches - DGER. Il est affecté au 4ème Régiment de Tirailleurs Marocains à la fin de la guerre et promu Lieutenant-Colonel en 1944, puis devient Directeur de l'instruction militaire à Saint-Cyr et ensuite Chef d'Etat-Major de la 2ème Division d'Infanterie. Colonel en 1950, il commande le 41ème Régiment d'Infanterie puis rejoint l'Indochine (1951-1953) où il est Chef d'Etat-Major du Général de Linarès, qui commande les troupes au Tonkin. Il sert ensuite à l'Inspection Générale de l'Infanterie et est promu Général de brigade en 1956. Il commande le secteur autonome de Tébessa à la frontière algéro-tunisienne et, à la fin de l'année, est appelé par le Général Salan, Commandant supérieur interarmées en Algérie, pour prendre la tête de son Etat-Major. En 1958, il est l'adjoint de ce dernier devenu Délégué général du gouvernement en Algérie. En 1959-1960, Général de Division, il commande la 2ème Division d'Infanterie et la zone Est-Constantinois et, en 1960, devient Chef d'Etat-Major du Commandant en chef des forces alliées de Centre-Europe. De 1964 à 1967, Général de Corps d'Armée, il commande le 2ème Corps d'Armée. En 1969, il publie chez Fayard "Nos guerres perdues". Guerre d'Indochine. (B).
