Eckhard war als Prosektor und physiologischer Assistent Theodor Ludwig Wilhelm Bischoffs in Gießen tätig, habilitierte sich und lehrte daselbst von 1855 bis 91 als Professor der Physiologie und Anatomie. Zahlreiche seiner wissenschaftlichen Untersuchungen, u. a. über die Physiologie des vegetativen Nervensystems, veröffentlichte Eckhard in der von ihm 185888 herausgegebenen Zeitschrift Beiträge zur Anatomie und Physiologie"; 1862 erschien sein Lehrbuch der Anatomie des Menschen", 1869 eine Studie über Die Bildung und Prüfung des Arztes"; 1883 wurde er in die Deutsche Akademie der Naturforscher Leopoldina aufgenommen.

März 1822 im ehemaligen Kurfürstentum Hessen, studierte in Marburg und Berlin, war Ludwig's 1. Assistent, dann Prosektor in Marburg unter Ludwig Fick und in Giessen unter Bischoff. Daselbst habilitierte er sich im Wintersemester 1849 bis 50. Nach Bischoff's Weggang nach München wurde er zum a. o. Professor und später infolge einer Berufungsangelegenheit zum o. P. ernannt. Als solcher lehrte er bis zum Sommersemester 1891 Anatomie und Physiologie. Mit Beginn dieses Semesters legte er die Prof. der Anatomie nieder, um sich ausschliesslich der Physiologie zu widmen. Von seinen Arbeiten sind zu nennen: "Über das Zungenbein der Säugethiere" (gearbeitet unter Joh. Müller. Dessen Archiv 1848) - "Über die Hautdrüsen der Kröten etc." (Ib. 1849) - "Zur Theorie der Vagus-Wirkung" (Ib. 1851) - "Über die Einwirkung der Temperaturen des Wassers auf die motorischen Nerven des Frosches" (Habilitationsschrift. Heidelberg 1850). Verschiedene Abhandlungen in Henle's und Pfeufer's Zeitschrift; unter diesen: "Die chemische Reizung der motorischen Nerven des Frosches" (X) - "Über Reflexbewegungen der vier letzten Nervenpaare des Frosches" (VII) - "Zur Entwicklungsgeschichte der Herzmusculatur" (XXIX) - "Beiträge zur Anatomie und Physiologie" (XII Bde., in denen er besonders fruchtbringend die Themata der Abhängigkeit der Milch-, der Harn- und Speichelsekretion, sowie der Erektion vom Nervensystem etc. behandelt). Ausserdem finden sich in diesen Beiträgen Untersuchungen über Filtration und Hydrodiffusion, wobei bemerkenswert ist, dass er unabhängig von Graham den einseitigen Wasserstrom für Gummilösungen gegenüber tierischen Membranen auffand (Bd. III, S. 51, 170). Von weiteren Arbeiten sind zu nennen: "Lehrbuch der Anatomie des Menschen" (1862) - "Experimentalphysiologie des Nervensystems" (1867) - "Die Bildung und Prüfung des Arztes" (1869) - "Ein Beitrag zur Lehre von dem Vorkommen gehörnter weiblicher Rehe".
