[11p.], 8.5x14 inch mimeographed sheets stapled at corner, with shorter cover sheet added at the beginning; rather worn, foxed, and with some silverfish nibbles at edges, not reaching the text. Bill Epton had been the PLP's most prominent Black leader, but in this piece he criticized the group and declared a new Party-building plan. The cover letter begins, "Dear Comrades and Friends, This draft is about to be circulated to party members and friends. It is put out by all sorts of party enemies led by Bill Epton. We managed to obtain it one way or another. We want to make sure everyone reads it. You will probably get it from us even before the factionalists get it to you. We don't believe in suppressing internal struggle. We do believe in trying to use struggle - even antagonistic struggle - to strengthen the party. We believe the report will speak for itself, and clarify our line even more, possibly help us overcome shortcomings, and most important intensify our WORK.? Accuses the attached draft of perpetuating lies about Black members, or others, leaving. ?Except for Bill Epton and Gerry Steiner no one else who was recently in the party is organizing to set up this so-called new party. Possibly a few long-time-ago ex-members are, and assorted weirdos.? Suggests that it be discussed in Party meetings. ?One final note: Bill Epton was expelled by the New York City organization on June 9. Over 40 members-club organizers and section committee members-were there, as well as the leadership of Boston and New Jersey, The comrades cheered the call for Epton's expulsion. It was unanimous.?.
