Colonel Beene uses a decision analysis framework as a foundation for creating such a basis. Instead of depending on leadership for guidance, which changes with destabilizing regularity, he relies on the theories of coercion that began in the cold war era. Colonel Beene contends that these theories have particular value today, especially in light of the many innovations the nation has undertaken in the past decade. Modified and translated for modern conventional warfare, these theories form the basis for a framework of enduring requirements for any military force that undertakes a coercive strategy. Colonel Beene develops this framework to the operational level of analysis, and it is applied to two developmental air platforms, the Global Hawk Endurance Unmanned Aerial Vehicle and the Unmanned Combat Air Vehicle. He describes how this analysis tool compares to other tools of strategy and force structure assessment. Colonel Beene recommends the framework's continued use and development.

Following the terrorist attacks in the U.S. on 11 September 2001, many assumed the resultant war on terrorism wou…ld finally unite the two nations against a common enemy, aligning interests as never before. In some ways cooperation was enhanced, but interests were hardly aligned. The siege of the Beslan middle school in September 2004, a 'Russian September 11th,' brought renewed hopes for alignment between the two nations against an enemy that knew no bounds. Again, that appears not to be the case. This volume attempts to answer why that is so, and how might policy interpretation and implementation help realize such hopes. This work begins with a review of the broader foreign policies of the United States and Russia and a specific review of each nation's perspectives on the war on terror and on cooperation. It reviews some of the issues Russia has faced during its transition from Soviet rule to more liberal institutions, and it reviews the cooperative efforts between the two nations to date, both bilateral and multilateral. It ends with recommendations for policy implementation based on the fundamental differences in perceptions between the two nations, given the assessed policies of the United States. It is believed that by executing foreign policy with a consideration for the unique perspectives of each nation, more effective cooperation in the war on terror and elsewhere can be achieved.

The Air National Guard and the Air Force Reserve Command have been integrally included in the Aerospace Expeditionary Force (AEF) construct, and that inclusion will be to the benefit of both components. It will also present challenges. This paper discusses the strategic background that led the USAF to create the AEF construct, noting the multiple demands on the force and the stresses that result. It describes the AEF structure, both in terms of the active component and the Guard and Reserve contributions. It discusses further changes planned for the near future with respect to ARC fighter integration into the Total Force, and it makes recommendations on those changes. By the end of this paper the reader should have a better understanding of the why and how behind the EAF and a clearer picture of the future of the Total Force and the strategy that it executes.
