William Hayley [c. 1653 - 1715] was Rector of St Giles in the Fields and subsequently Dean of Chichester Cathedral. The Exchequer Teller, one of four, was John Berkeley,…4th Viscount Fitzhardinge, who was appointed Teller for life. With no income tax in this period of history, the Crown raised duties on other goods and services but frequently resorted to borrowing from wealthy landowners and merchants which would be repaid by these duties. William Hayley appears as an assignee for another, but I have found no record of how he came by his wealth to be able to loan the crown the huge amount of £25,000.
