The survey, which was carried out in 1864, revealed that thousands of New Yorkers were living in conditions of incredible degradation, filth, and brutality. These findings were given widespread publicity in the newspapers and journals and, in conjunction with the threat of Asiatic cholera, were a decisive factor in enabling the reformers to push a bill through the New York State Legislature creating the Metropolitan Board of Health. The Board of Health, the forerunner of the present Department of Health, became the model upon which many American cities subsequently built their health departments."
