The study found that these terminals operated at maximum capacity for only 1-2 hours per day, resulting in excessive wait times for teamsters. The author argues that these inefficiencies could be reduced by improving communication between railroad workers and teamsters, increasing the number of available doors for loading and unloading freight, and encouraging the use of sorting gangs to keep freight organized within terminals.
