Obra muito importante para a história da Arquivística onde o autor expõe a sua visão desta disciplina, como sendo uma ciência com grande importância para a história e o direito e indissoluvelmente ligada à diplomática e à paleografia. Nela demonstra grande preocupação com o estudo da história dos arquivos, a formação profissional do arquivista e a definição de normas precisas para a organização de arquivos. Facundo de Porras Huidobro (Burgos 1773 - Madrid 1858) formou-se na sua terra natal onde, em 1894, obteve o título de Leitor de letras antigas. Integrou o corpo de notários, em 1808 e foi nomeado, em 1814, Arquivista, pelo Cabido da Igreja Metropolitana de Burgos. Em 1821 venceu o concurso para Arquivista da Cidade de Madrid, função que exerceu até 1823 e depois de 1836 até ao seu falecimento. Entretanto, desde 1826 a 1836, exerceu as funções de Arquivista da Inspecção Geral da Instrução Pública do Reino. É autor de outra obra: Discurso Diplomático-Paleográfico. Reorganizou os fundos do Arquivo Municipal de Madrid e aplicou métodos objectivos de organização dos documentos. PALAU 1990, VI, pag. 143.
