Maffia e Delinquenza in Sicilia fu scritto da Giuseppe De Felice Giuffrida in una settimana, tra la fine del dicembre 1899 ed i primi del gennaio 1900. La necessità e l'urgenza di combattere una Ğben triste piaga socialeğ, spingono G. De Felice a non ritardare la pubblicazione del breve saggio e, per far ciò, egli si avvale anche di alcuni suoi precedenti articoli ed editoriali apparsi su l'ĞAvanti!ğ ed ĞIl Secoloğ (quotidiano milanese di area liberale progressista fondato nel 1866 da Edoardo Sonzogno). Il testo è, per molti aspetti, un'aperta e coraggiosa denuncia delle connivenze politiche e governative legate alle clientele ed alle consorterie che si muovono sullo sfondo del primo grande crimine mafioso dell'Italia unitaria: il delitto Notarbartolo (1° febbraio 1893). Il secondo shock mafioso sarà l'agguato mortale a Joe Petrosino tenente della Polizia di New York -, assassinato dalla sinergia criminale di Mafia siciliana e Mano Nera italo-statunitense a Palermo la sera del 12 marzo 1909 in un complotto internazionale orchestrato da Don Vito Cascio Ferro, il più importante boss della mafia di questo secolo. Giuseppe De Felice (Catania, 1859 Aci Castello 1920) è un personaggio politico di primissimo piano nella Sicilia degli anni a cavallo tra fine '800 e primi venti anni del Novecento. Repubblicano, socialista rivoluzionario, anarchico, interventista nel 1911 e nel 1914, riformista e poi socialista riformista nazionale, è soprattutto ricordato come il massimo esponente, animatore e fondatore del movimento dei Fasci Siciliani del 1891-1894, del FASCIO DEMOCRATICO fondato a Catania nel 1910 che vide la presenza, al suo interno di Federico De Roberto e Mario Rapisardi e, nel clima effervescente dell'interventismo durante la guerra 1914-1918, del "Fascio parlamentare per la difesa nazionale" nel dicembre 1917 sotto la guida di Maffeo Pantaleoni. Alessandro De Felice, curatore dell'opera ripubblicata a quasi 100 anni di distanza dalla sua prima uscita, ricostruisce con perizia ed acume intellettuale il quadro storico in cui si svolgono le vicende narrate nel saggio del deputato catanese, servendosi anche di alcuni discorsi parlamentari praticamente inediti dello stesso leader socialista. Il giovane storico conferisce al ritratto di Giuseppe De Felice una forte individualità, dando originalmente rilievo ad alcune fra le note dominanti più interessanti ed in parte meno evidenziate od ignorate del politico etneo.
